Basic background: Italian dictator Benito Mussolini was forced from power by the Grand Council of Fascism and King Victor Emanuel III in July 1943, and imprisoned in the Abruzzo region of Italy. In September of that year he was rescued by German forces and taken to Germany for a meeting with Hitler, who convinced him to set up a puppet state, the Italian Social Republic, in German-controlled northern Italy.
(According to a commenter on WW2 Tweets from 1943, there is a misspelling on the poster: it should be “è” instead of “e”.)
