Certainly, he did so in a speech which backed calls for autonomy for Tibet. And, if truth be told, autonomy is the best that Tibet is likely to get. In the circumstances, it is not a bad goal to strive for at all.
However, even a novice at negotiation knows that you don’t give something away without getting something back in return.
Precisely what is being given in return?
It most certainly isn’t concessions for the Tibetan people.
