The answer is that there is no relation between the headline and the cartoon. In the print edition of the Guardian, the headline does not appear anywhere near the cartoon. I think the Guardian have just made a minor mistake on their website which brought the headline and article together, which has sent you into some kind of bizarre hunt for secret meanings
